Apple Raspberry Puff Pastry Crisp

1 sheet (½ bag of 17.3-ounce package) frozen puff pastry
Tea Concentrate:
⅓ cup boiling water
6 bags Bigelow Spiced Apple Cider Herbal Tea*
6 bags Bigelow Red Raspberry Herb Tea*
Filling:
3 tablespoons butter
¼ cup tea concentrate
1 tablespoon cornstarch
⅓ cup firmly packed light brown sugar
½ teaspoon ground cinnamon
2 cups thinly sliced red or green apples (1 large)
⅓ cup dried raspberries
Confectioners' sugar
