The two sugars are almost same, only mosture content is different. If you add mollases to white sugar you will get the moist brown sugar.

The answer is yes and no. It would depend on what you are making and the quantity of the sugar. Brown sugar tends to be a little moister and sweeter. I would start by using about 20% less than white sugar and add up to about 10% less for taste.
