The flavors are really quite different, but my sense is that you would want about 1/8 the volume, so about 1/4 Tablespoon of garlic powder to equal 2 tablespoons of fresh minced. That said, garlic quantity is a very personal thing, so add more or less until you think it tastes good.

3/4 tsp garlic powder equals 1 Tbsp fresh minced garlic.
You will need 1 1/2 tsp of garlic powder to equal 2 Tbsp fresh minced garlic.

To me there is no substitute for fresh garlic. Most garlic powder is years old and tastes like dusty garlic. I use granulated garlic in recipes that call for the dry version.
