In a small bowl, pour enough boiling water over dried tomatoes to cover. Let stand 5 minutes; drain tomatoes thoroughly. Rinse and dry bowl. In same bowl combine drained tomatoes, cream cheese, and shreddedcarrot.Stir until thoroughly combined.

Cover and chill until needed, up to 4 hours. Fill biscuits with filling. Serve.
