Cut butter and flour in bowl like peas. Combine with remaining ingredients. Sprinkle flour on table and knead until smooth like satin. Cover and let sit for 30 minutes. Divide dough into 2 pieces. Roll each into rectangle and cut into strips and tie. Fry in hot oil. Roll twice in sugar, once when hot then when cool.
