Brown the turkey, stir in half the onions and stir in the soy sauce. Saute the other onion, peppers and celery in the oil. Add the vegetable mixture to the beans, water, turkey, spices and tomatoes. Cook for about an hour and a half. Adjust seasoning to taste and heat preference and serve.
