Tags would be things that are related to the item-
example :
a recipe for grilled halibut with a chipotle orange glaze
Your tags might be: Fish, seafood, halibut, grilled, chipotle
They describe the item, (fish) the method of cooking (grilled) and specific to the flavor (chipotle) all are items that may show up in a search. you don't want to list every ingredient- just the one or two that are relevant to the recipe in general.
If your recipe was for Chicken Tacos, your tags might be; Mexican, chicken, tacos, street food.
If your food was cheddar cheese, your tags might be; cheese, cheddar, dairy
If your tool was a corkscrew, your tags might be; corkscrew, wine, bottle opener
The tags are used to help search for specific items on the web.
You use tags to help Internet searchers find your article/recipe. Think about how you would search for the recipe and use those words as your tags. As Chris Paulk said below, use words (tags) that indicate the ingredients you use, the cooking technique, or when you would serve it.
If you are talking about a birthday cake you might choose Cake, Birthday, Parties, Sugar, Frosting, Chocolate, Holidays, Dessert, Sweets, etc.
