Dried sage leaves comes as a whole and rubbed sage is the outer soft fluffy part with majority of the flavor.Dried sage is better than the fresh sage for a long cooking dish, hence we can substitute rubbed sage leaves for dried leaves, but make sure to use small quality of rubbed sage leaves if someone is planing to replace dried sage with rubbed sage.
