Capers are the flower buds of the Caper Bush native to the Mediterranean and parts of Asia. They are picked, dried (usually in the sun) and pickled in a vinegar brine.

No. But both being Mediterranean in origin you will find them together in many different dishes.

Curt's answers are correct. I just wanted to mention that I have seen recipes for making your own caper substitute by pickling nasturtium flower buds.
