Parmesan Reggiano is parmesan cheese from Reggio. It's deemed the best quality parmesan cheese. It generally gets sold as a whold block to stores, and when you as a consumer buy it you can have it cut into wedges. Other parmesan cheeses vary due to many things, such as where they were made, the taste of milk in that area, and local climate. The process for making parmesan, however, remains the same. Shredded parmesan cheese is just that, parmesan cheese which has been shredded and coated to keep the single strands from sticking together.
Reggiano is aged a minimum of 2 years. I have never seen Parmesean Reggiano sold pre-shredded, it is always sold in a wedge, chunk, or wheel. Shredded "parmesean" is, shredded parmesean. Reggiano is produced in the areas of Modena, Bologna, Mantua, or namely PARMA. There is absolutely no comparison between the two.
