For every teaspoon of saffron, use 3 teaspoons of hot liquid, such as water or broth. Soak for a minimum of 2 hours, up to 12 hours. The leaves will expand.

Take saffron threads and crumbled with you fingers .Then soak it with warm water or milk for a few minutes.
